China wanted to be part of ISS and was willing to pay and work for it. The US Congress passed a law forbidding China's participation. Thanks to this US Congressman Frank Wolf (politician), who called China "an evil empire" and made it a career to prevent US and China working together on any subject, including space.

When the ISS was being designed and constructed many doubted China’s ability to manufacture and maintain space worthy capsules. That and a bit of fear and racism from some countries effectively barred China from the ISS.
